Let the Indicted Russians be Quasi US Citizens for purposes of jurisdiction and standing. They let the Salvadorians take the path to citizenship if they fought in the Middle East for Uncle Sam during the Gulf Wars, Desert Storm and Shield, Afghanistan now.
