"Nibbling" is the perfect recipe for short-sellers because they need a point to sell short off or cover short and short some more. See #Enron. I nibbled. #EnronTaskForce
Also, when there are buyers, the shorts can continue to short. Throw more people in jail? Doesn't seem to help.
