What Is Deep State?

Shadow government used to imply actual political clout, like the Black Pope [Jesuit]. Ironically, @Pontifex is currently #Jesuit.  Deep state does not pretend to control the government, but to sustain and perpetuate the institutions which supply it with a steady cadre of qualified candidates.
