I agree with @UCLA Law Fellow [Litwak? See @ForeignAffairs article by same on "Is There A #DeepState?"] that "leaks" and "obstruction" may be discriminatory tolerance, however misguided and not necessarily "lawless" per se. Consider the case of Col. #OliverNorth/#IranContra off-the-books deal, the rowboat stealthily untethered for a row.

By assuming the negative position to the proponent of certain policy, 'facts', rationales [specifically the military industrial media government complex], one can come closer to the correct algorithm or 'truth'.
